What do GE, Sylvania, and Philips have in common?

They all sell compact florescent light bulbs, in HARMFUL PVC packaging.

I think that there is a big disconnect here. How could a company merchandise their eco ‘Energy Efficient’ light bulbs, but package them in one of the MOST toxic materials known to man.
