Verizon makes billing error, will not fix credit nor will accept payment

A Verizon customer checked their credit report to find a negative mark for a zero balance for one month from Verizon. After calling Verizon, the customer found out that after switiching billing plans, there was a balance on his old plan that he had not been notified of but Verizon had marked as partially paid. After offering to pay up the difference, he was transfered to several other customer service reps, none of which would allow him to pay his bill. Verizon will not remove the mark on his credit report, nor will they allow him to correct the problem.
